Strengthen the Management of Production Safety

JISCO seriously implements the spirit of the important indicators and instructions of General Secretary Xi Jinping on the work of safe production. Some important deployments from the Party Central Committee and the State Council on the work of safe production are carried out by the company.

We have firmly established the concept of safe development, adhered to the safety production policy of “safety first, prevention-focused, comprehensive management”, strictly followed the law to further improve the system, implementing the safe production responsibility, and control major safety risks management. The company in 2020 has attempted to put an end to eliminate large and above accidents and the safety production situation has continued to improve.

Improving the Safety Production Management System

We have formulated Supervision and Management of Major Safety Risks (Provisional) Approach to further standardize and strengthen the grading and control of major risks; and issued Regulations on the Implementation of the Manager’s Safety Performance Work Log to refine and quantify safety performance indicators and standardize and promote the safety performance of managers at all levels, promoting the implementation of the “party and government in the same position, one post and two responsibilities”.
We have implemented the Plan of Passing Review and Reexamine Standardized Safe Production, and Occupational Health Inspection and Testing Plan. We have promoted the review and reexamine standardized safe production and occupational health work, encouraged the relevant units to declare according to the plan to complete the review and reexamine. We strive to achieve the two plans 100% for the full year.

Create Safety Culture

To strengthen the main responsibility of safety, the Group with its subsidiaries signed a certificate of responsibility for 2020 safety target in production to build a production safety responsibility system by decomposing tasks into different levels, implementing at different levels and transferring pressure at different levels, and to incorporate safety indicators into the annual assessment of the contractual operation of each subsidiary.

Implementation of the Production Safety Responsibility System

Targeted Special Treatment

The company launched a two-and-a-half-month “belt conveyor safety inspection” to comprehensively improve the relevant rules and regulations, improve safety protection devices, thus enhancing the essential safety level of belt conveyor equipment. We have carried out special management of subcontractor supervision, and drawn up the list of supervisory responsibilities. According to the type of subcontractor operations, we have cleared subcontractor supervision responsibilities to the department and post personnel, and dynamically controlled subcontractor operations, with the implementation of pre-operation plan review, safety disclosure, safety education and supervision of the operation process, so that the trend of subcontractor accidents is curbed.

Focus on Special Safety Management

The company continues to improve the level of fire safety management, organize subsidiaries to improve the fire safety responsibility system, implement the fire safety responsibility system at all levels, and implement the responsibilities to the post, to the employee. We have effectively protected the safety of production during the flood season, issued flood control arrangements, and set up a leading group for flood control. We strive to deploy and implement flood control work in six aspects of implementation of local management, improving organizational structure, working out hidden danger, improve emergency plans, strengthening information reporting, strengthening supervision and inspection, ensuring safe production during the flood season.
